The variation in exact wording across Sony’s own portals created some initial confusion, but the substance is consistent: no multiplayer is included in the November 19 launch package.

This is confirmed. What isn’t confirmed is what comes after launch and when, which is where most of the genuine uncertainty lies.

Why This Isn’t Entirely Surprising

GTA 5 launched on September 17, 2013. GTA Online arrived two weeks later, on October 1. It wasn’t a simultaneous launch, though the gap was short enough that most people remember them as launching together.

The GTA 5 model (two weeks) seems optimistic given the scale of what a GTA 6 online mode would need to be. The Red Dead Redemption 2 model (seven months) seems more realistic, particularly given that Rockstar is simultaneously maintaining GTA Online and building a new online infrastructure from the ground up.

Several possible structures have been discussed in gaming circles, none of them confirmed:
